is OpenSpec not guiding the agent to parse archives at the explore / proposal stage ?
#955
Following #936 , since we aim to maintain up to date specifications all along, I am trying to understand the rationale for focusing (only) on active changes when building a proposal ?
I think listing archives content at each steps could limit conflicts and outdated material... Reading archives can provide useful context when building a new proposal.
EDIT: well, "each step" was mostly an overstatement, what I am really questioning first and foremost here is not using archives automatically when exploring the specification before writing it, in order to help humans observers making informed decisions.
