Google Chrome installed while open when set to only patch when closed #53919

💥 Actual behavior

Fleet installed Google Chrome on a host while Chrome was open. The software's pre-install query returned a result, so the install ran. Running the same query as a live query on the same host didn't return a result.

🛠️ Expected behavior

Fleet doesn't install Chrome while it's open.
