[Idea] Dynamic Delivery Targets in CreateRelease

Idea Description

Right now it is possible to define a DeliverToXXX.ps1 script. With a matching XXXContext secret, the CICD workflow will run this script.
In CreateRelease there are only two hard coded delivery options, one for NuGet and one for Storage.
I propose that CreateRelease gets the same dynamic delivery targets, that CICD already has.
