[Idea] Setting to extend paths-ignore of workflows

Idea Description

May be a duplicate of #1558?

There are two issues with the current CI/CD and Pull Request workflows:

1. CI/CD contains paths-ignore for its push trigger but the Pull Request Handler triggers for all files.
   The Pull Request Handler should at least also ignore **.md
   Idea: Extend the pull_request-trigger of the Pull Request workflow with paths-ignore based on the CI/CD workflow:

   paths-ignore:
     - '**.md'
     - '.github/workflows/*.yaml'
     - '!.github/workflows/_BuildALGoProject.yaml'
     - '!.github/workflows/PullRequestHandler.yaml'

2. There is currently no way to extend the paths-ignore already set in the workflows (e.g. add docs/**)
   Idea: New settings CICDPushIgnorePaths and CICDPullRequestIgnorePaths as a string array with the current workflow settings as default values.
   Repositories could extend the defaults by using the new settings or overwrite them by also setting overwriteSettings.

As we discussed offsite, the first part will remain unchanged to ensure that the "Pull Request Status Check" runs.

We will contribute the second part, but only for the CI/CD workflow.
