Unit tests for optimiser #4406

Issue

Currently the only testing done is for the api endpoints and no tests for the individual functions within optimiser code.

Without this it can be more problematic in the future to catch regressions.

Suggested Solution

Create package level tests for the optimiser to test every single function.
