Widens PolicyGuard into a single permission choke point intersecting executionPolicy + dataPolicy + skill whitelist (取最严). Adds drive.readFile with enforced dataPolicy + binary guard. Makes skills LLM-selectable via an agent.useSkill meta-tool intercepted in the planner. Wires AgentUserSetting defaults. Zero schema migration.
