Adds a .npmrc with min-release-age=1 (excluding @devolutions/* packages) and declares the required npm version (>=11.17.0) in package.json for all npm packages under web/, so the cooldown is actually enforced.

Sets a 24 hours cooldown on npm packages, excluding @devolutions/* packages and declares the required npm version (>=11.17.0) which is the first npm version that supports cooldown exclusions.
