Changes

  • Require successful post-interruption observation of the exact created session identity before every DELETE attempt.
  • Reject late, equal-timestamp, empty, wrong-identity, and unsuccessful reconciliation evidence.
  • Isolate the response-pending regression with timeout=1 and before/at/after boundary cases.
  • Record verification evidence in docs/HANDOFF.md. No Runtime changes.

Verification

  • Focused evaluator and process-boundary regressions: 112 passed.
  • Actual local HTTP fixture: query-before-delete accepted; delete-before-query rejected.
  • In-memory removal of the pending guard detected by both non-pending cases.
  • Independent read-only review: no actionable findings.
  • Lock check, repository-wide Ruff format/check, Mypy, and build passed.
  • Full local suite: 810 passed, 2 failed in tests/test_release.py. Failures correspond to pre-existing local staged deletions of retained evidence and the local .gitignore modification; neither is included in this branch. Hosted CI must verify the committed tree.

Related to #98. This does not close outstanding actual-platform acceptance.
