Redirect old CLI, OpenID Connect and Octopus.Client child urls - #3479

Moving the CLI reference to /docs/cli (#3431) left a redirect at /docs/octopus-rest-api/cli but none for the command pages beneath it, so links to pages such as /docs/octopus-rest-api/cli/octopus-config broke. Each of the 185 command pages now has a redirect stub at its old url. The underscore aliases that #3431 deleted (octopus_config and friends) are restored too, pointing straight at the new pages rather than chaining. The root stub moves back to cli/index.md, where it lived before the move. Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>
The API move (#3439) left redirects at /docs/octopus-rest-api/openid-connect and /docs/octopus-rest-api/octopus.client but not at the pages beneath them. Each child page now redirects to its new home under /docs/api, and the two parent stubs move into their folders as index.md, as the CLI one did. Two moves left redirects at a section's root but not at the pages beneath it, so deep links broke:
