Adds apt-get upgrade to the Docker image build. Same change as OpenIdentityPlatform/OpenICF#186.

Without it the image gets Ubuntu security fixes only when tomcat:11-jre25 is rebuilt upstream; an image built in between keeps the old packages. OpenIG has no Trivy scan of the published image, but the released openidentityplatform/openig:latest has openssl and libssl3t64 3.0.13-0ubuntu3.9, while 3.0.13-0ubuntu3.16 fixes CVE-2026-84782 — the same finding the scans of OpenAM, OpenDJ, OpenIDM and OpenICF report for their images.

To be clear about scope: tomcat:11-jre25 has since moved to Ubuntu 26.04 with openssl 3.5.5-1ubuntu3.7, so a rebuild alone fixes that one. Today's base is still behind resolute-security, though: libfreetype6 and libpng16-16t64 have security updates it does not carry, and the upgrade picks them up.

DEBIAN_FRONTEND=noninteractive keeps package scripts from prompting.

curl and unzip are now installed with --no-install-recommends, as the OpenDJ, OpenIDM and OpenICF images already do. That leaves out bash-completion, krb5-locales, libsasl2-modules and publicsuffix, which the image does not use; ca-certificates, which the release download over HTTPS needs, comes with the base image.

The file had no license header, so this adds the CDDL one.

Checked locally: the image builds with --build-arg VERSION=6.1.1, apt list --upgradable inside it is empty, and the container turns healthy.

The Dockerfile installs packages without upgrading the ones the tomcat
base image ships. The image gets Ubuntu security fixes only after tomcat
rebuilds its base image, so a build in between carries the old
packages: the released image has openssl 3.0.13-0ubuntu3.9, while
3.0.13-0ubuntu3.16 fixes CVE-2026-84782.

Install curl and unzip without recommended packages, as the OpenDJ,
OpenIDM and OpenICF images do: the image needs none of them.

The file had no license header; add the CDDL one.
