Requesting several packages from one checkout could silently omit transitive dependencies depending on request order. Expand each required package once even when an earlier request already discovered its manifest, while retaining link-conflict checks and ignoring unused siblings.
Regression coverage exercises both request orders, cyclic and repeated dependencies, and conflicting links. All 136 unit tests, the generated-project self-test, and type checking pass.
