Revamp Observations List #1291

The TOM's default observations list page would benefit from an update to make it better suit the user's needs.
This is particularly a problem for large projects with a lot of observations, since the query to the observatory typically takes a long time, so the page is unusably slow.

The resulting query table should be updated to offer search and sort on each column header, and the list of columns included should be reviewed.

We should also be able to add new observations from a facility (input the reqnum for LCO for example) directly and have it create an observation record and generate a target if necessary.
