Rules over records that already exist, which suggest and change nothing; on by default (supervisor.mode: advise). - A failed run is diagnosed once, in the agent runner, from its reason and the last 8 KiB of its output: not installed, not signed in, blocked by the machine, network, rate-limited, server error, or unknown. The diagnosis says whether repeating helps, quotes the line, and gives a remedy. It rides the failed event, the audit entry, the chain's ending, the run log and the change's last run. - The supervisor points out a run that says nothing new past silentAfterSeconds (600), a run waiting on a person past waitingAfterSeconds (60), and a change whose last run cannot be repeated. Shown in the Pipeline in both hosts and by advise. - Diagnosis beneath a failure in the chain panel, the AI panel, the run log, on the card and in `openspec-ui-cli run`. - Supervisor choice in both Harness Settings views.
