The short of it was that the decoration backup always matched the fallback (village_plains) rather than the actual backed-up decoration, so when the decoration was serverbound, it would permanently change to whatever that fallback was.
Also updated the backwards fallback to match the change in ViaVersion/ViaVersion#5110
