This adds initial support for an ECS launcher.
It also adds support for configuring server-managed secrets. Sensitive values can be configured as secrets, such that pool configuration can be exported without including tokens/etc.
And this updates workers (and pools) to support not specifying explicit modules, in which case they host all discovered modules, simplifying starting a local development worker to just
coflux worker --dev.
