Publish releases after uploading their files - #2285

Conversation
Since releases became immutable, GitHub refuses files added to a published release. The release action published first and only warned when the upload failed, so v1.0.72 came out without its tarball and checksum. The action now creates a draft, uploads the files, then publishes it. A failed upload fails the job and leaves the draft unpublished: delete it before running the job again.
