chore: remove jflowers from org admins, teams, and CODEOWNERS - #250

Remove jflowers from the org admins list and team maintainers in peribolos.yaml, drop the matching --required-admins flag from the peribolos apply and drift workflows (jpower432 and marcusburghardt still satisfy --min-admins 2), and remove @jflowers from CODEOWNERS.
