The customer wants an alert, not a dashboard, when the same host keeps failing a policy or software install past a set threshold. A few failures are normal, but repeated ones mean a device needs manual attention, and no one has time to check thousands of hosts by hand.

Fleet shows overall policy/software health but can't surface which hosts are failing the same check repeatedly, and has no outbound alert when failures cross a threshold.
