Group coverage uploads and report parsing under actions/quality/ so testing, linting and coverage actions share one location.

• Add actions/quality/codecov, shared by the Node.js and PHP workflows, with dependency setup, OIDC uploads, optional explicit report selection and configurable upload failure handling.
• Move the standalone report parser, dependencies and tests to actions/quality/parse-ci-reports; parsing behavior, inputs and outputs are unchanged.
• Update the parser's CI workflow, action catalog and generated reference. Preserve detailed examples and development instructions in linked guides under docs/.
• Exclude generated action READMEs from duplicate-code checks; the existing threshold still applies to source code and authored guides.

Breaking change: callers upgrading to this release must replace actions/parse-ci-reports with actions/quality/parse-ci-reports. The old path is removed.

Validation: focused make lint checks and all 83 report-parser tests pass from the nested directory. Source files and dependencies are unchanged by the move. Documentation was regenerated with CI Dokumentor and local guide links resolve.

Adoption is in ci-github-nodejs #563 and ci-github-php #1. They pin this PR's commit for review and should use a stable shared release before merging.
