Summary
Fixes stale anchor links in English, es, fr and zh. Readers were landing at the top of the target page instead of the right section. The two known defects from the closed English-only attempt are now fixed in every language. I also fixed the other genuine breakages that

They target headings that contain badges, code or punctuation:settings-reference#name,settings-structure#navigation,settings-api#api-params,settings-reference#navigation-global-languages,settings-appearance#theme,settings-reference#thumbnails-backgroundandseo#sitemaps-and-robotstxt-files. The checker's slugs may not match what the site renders for these headings.es/fr/zh/customize/custom-scriptslinks to a#data-attributessection that doesn't exist in any language. The English page doesn't have that sentence, so the translation has drifted. I'd leave it for the next translation sync rather than guess at a target.Note
