Codegen fix to use enum's python_name instead of name

What does this Pull Request accomplish?

• This change is needed because in RFSA we need to retain Iq for ReferenceTriggerIqPowerEdgeSlope, IqInPortTerminalConfiguration enum names instead of IQ to maintain backward compatibility.
• Codegen was using metadata entry name for enums to generate not their python_name.
• Fixed fixup_enum_names() to run for all enums regardless of codegen_method, not just private ones.
• Fixed enums.rst.mako and format_type_for_rst_documentation() to resolve the enum's python_name instead of name.

What testing has been done?

• PR Validations
• None unexpected change produced in any driver.

Interesting. This brings to mind #2073, but I see this is focused on the enum class names, whereas that's focused on value names.
