Follow-up to #1947, Appveyor broke again

The x64 job times out while the preinstalled conda's classic solver
backtracks on the full conda-forge graph. The x86 job avoids this by
resolving against the `defaults` channel, which is much smaller.

Do the same for x64: bootstrap conda 23.10 and the libmamba solver from
`defaults` (pinned, so the old solver does not search the whole graph),
then install the conda-forge packages with libmamba. This also drops the
separate CMake solve, which the old solver previously handled but which
now adds another chance to backtrack.

conda 23.10.0 from defaults depends on conda-libmamba-solver >=23.11.0,
so pinning 23.9.3 made the bootstrap unsatisfiable. Pin the newest
defaults build, 23.12.0, which also matches conda's menuinst constraint.
The conda_ompi_all job mixes conda-forge with defaults. Its libmamba
solve intermittently takes more than 1.5 hours on that graph, at which
point the hosted runner shuts down during Setup conda. All dependencies
are available on conda-forge, which conda.yml already declares, and a
conda-forge-only solve of the same environment completes in seconds.
Drop the extra defaults channel to make the setup reliable.
The x64 job previously bootstrapped conda from `defaults` in order to get
a fast libmamba solver. Avoid `defaults` entirely for licensing reasons:
download the standalone micromamba binary and create the environment from
conda-forge only.

The x86 job keeps using the preinstalled Miniconda and `defaults`, since
that is the only channel still providing Python 3.10 for Win32.
