[Bug] Visual polish for the Competency Tree on the Competency Management page #821
Description
- Add a hover effect to a tag row when the cursor is over it. See mockup.
- Without hover, tag rows should alternate their fill color: white, gray, white, gray, and so on. Example: in the screenshot below, Python Programming should be white and Django Framework should be gray.
- The circle around the down arrow sits too close to the text. Add spacing between the text and the arrow.
- The arrow and text from point 3 should be centered vertically within their row. Right now they sit closer to the top of the row instead of being centered.

@javoconsultant Hi. There is a problem with hover effect, it appears only when the pointer at the top part of the row. When the pointer is at the left, right, or bottom part of the row, hover doesn't appear. And the row is clickable only at the top part of the row.
The rest of the points are fixed and work correctly.
