Closes: #OCPBUGS-121353

- What I did

The previous workaround fix for NO_PROXY scenarios when pulling the images for OS Image Streams (OCPBUGS-114709) required all the executables to have the proper proxy env-vars set but the fix missed that the bootstrap MCC pod doesn't have the environment vars set.

- How to verify it

TBD

- Description for the changelog

Pass proxy environment variables to the MCC bootstrap pod too.

Summary by CodeRabbit

  • New Features
    • Bootstrap components now support configured HTTP, HTTPS, and no-proxy settings.
    • Proxy settings are applied only when corresponding values are configured.
  • Tests
    • Added coverage verifying proxy rendering, image details, release version, and quoted cluster-local exclusions.

The previous workaround fix for NO_PROXY scenarios when pulling the
images for OS Image Streams (OCPBUGS-114709) required all the
executables to have the proper proxy env-vars set but the fix missed
that the bootstrap MCC pod doesn't have the environment vars set.

Walkthrough

The bootstrap machine-config-controller init container now receives configured proxy variables. A rendering test verifies HTTPS proxy, quoted no-proxy output, image, and release version values.

Changes

Bootstrap proxy configuration

Layer / File(s) Summary
Proxy environment rendering
manifests/bootstrap-pod-v2.yaml, pkg/operator/render_test.go
The bootstrap pod conditionally renders HTTP_PROXY, HTTPS_PROXY, and NO_PROXY from .ControllerConfig.Proxy. The render test verifies the generated proxy values and manifest metadata.

Estimated code review effort: 2 (Simple) | ~10 minutes

Suggested reviewers: djoshy

Merge Risk: 🔵 Low · up to b9800

The PR adds proxy variables to the bootstrap MCC pod, but its regression test does not verify HTTP_PROXY rendering. A defect in that branch could go undetected, leaving a low, bounded merge-readiness risk.

Cover the HTTP_PROXY rendering branch.
