The environment: key was nested under machine: which CircleCI ignores for shell execution. Move it to the job level. Also, sudo drops the caller's environment by default, so inline DEBIAN_FRONTEND=noninteractive directly in each sudo apt invocation so the service-restart prompt never appears.
