ApprovabilityVerdict: Needs Human Approval Macroscope's review found this PR requires human approval — This is a focused and well-tested fix to GitHub pull-request template discovery, with no schema, deployment, security, billing, or default-setting impact. Unresolved findings identify concrete risks involving case-insensitive matching and listing-size fallback behavior, warranting human review. You can add or adjust custom eligibility rules. Match text template filenames case-insensitively
When a repository commits .github/PULL_REQUEST_TEMPLATE.TXT (or any mixed-case stem/extension), GitHub accepts it because pull request template filenames are case-insensitive, but this exact-path list only asks ls-tree for two stem casings with lowercase .txt; the tree entry is therefore absent and template detection silently returns none. List the containing locations and compare single-file names case-insensitively, as the directory-template regex already does.

Preserve exact templates before broad fallback discovery
With an exact .github/pull_request_template.md and 600 direct docs/<long-name>.md files (the same scale as the new nested-doc test), Git 2.43.0 produces more than 100 KB from this combined command; stdoutTruncated then makes detect return none, although the previous exact-path listing found the template. The git ls-tree documentation describes -r as “Recurse into sub-trees,” so removing it excludes nested descendants but still aggregates every direct child of all selected levels. Query exact paths before fallback discovery, or query priority levels separately and stop after a match, so unrelated lower-priority files cannot suppress a valid template.

@codex review Updated in dcf305f to address the listing-cap finding. Singleton locations are read in priority order, with targeted exact-name fallback when a location listing truncates. Four regressions with 600 direct documents now pass, alongside 36 reader controls and the selected PR-creation integration, all with one worker. Independent Daybreak Blue round 3 approved the cumulative change. |
Problem
With Follow change request templates enabled, committed text templates such as
.github/PULL_REQUEST_TEMPLATE.TXTare ignored and description generation receives no template. GitHub supports both Markdown and text pull request templates with case-insensitive filenames in its documented template locations.Change
Recognize
.txttemplates alongside.mdin the existing single-file and directory locations. Compare single-file names without case, preferring the existing exact spelling and skipping empty candidates. Read.github/, the repository root anddocs/separately in priority order, stopping after a match. If one location listing exceeds the cap, query its known exact filenames before moving on. Read template-directory candidates separately too; unrelated lower-priority metadata cannot hide an earlier template. Keep committed-blob reads, regular-file filtering, byte limits and mixed-template ambiguity handling. This addresses the matching-filename findings from Codex and CodeRabbit, and Codex's follow-up about the listing cap.
Scope and approval
This is a focused correction to the existing GitHub template reader under CONTRIBUTING.md's obvious-bug exception. No new setting, default, dependency, contract, diagnostic suppression or UI change. All-state issue/PR and discussion searches found no equivalent fix. Related #12392, #18209 and #19710 add GitLab/Azure support and preserve GitHub's existing Markdown-only paths.
Verification
generatePrContent. The four listing-cap regressions then fail on the published case-insensitive implementation while 36 controls pass. A separate real-Git metadata probe measures 147,576 bytes for the combined listing, including 147,490 unrelated bytes fromdocs/, versus 86 bytes for the valid.github/template.vp test run apps/server/src/sourceControl/gitHubChangeRequestTemplate.test.ts --maxWorkers=1: 40 passed in 4.65 seconds. Real temporary Git repositories cover uppercase/mixed-case text names in all three locations, Markdown case variants, a subdirectory cwd, 600 unrelated nested documents, four regressions for 600 direct documents and exact/case-variant templates, mixed-template ambiguity, base-tree selection, symlink exclusion and truncation.vp test run apps/server/src/git/GitManager.test.ts --maxWorkers=1 -t 'creates PR with a text template when one does not already exist': 1 passed, 169 unrelated tests skipped, in 8.80 seconds. The committedPuLl_ReQuEsT_TeMpLaTe.TXTreaches description generation through the real reader. Uses a real local repository and bare remote; remote PR transport and text generation use the existing test doubles.tsc-rs --noEmitselecting the three changed files passed. Typecheck emitted existing Effect suggestions in unchanged dependencies, with no errors. No live GitHub PR-generation session or browser was exercised. Discovery can make additional bounded Git calls when earlier locations contain no usable template. If a location exceeds its discovery cap, only its known exact spellings are available from the targeted fallback; unknown case variants remain subject to the cap.
