Restore schema/sync_rules.json file

When the CLI migrates or downloads sync configuration files, it adds this prefix:

# yaml-language-server: $schema=https://unpkg.com/@powersync/service-sync-rules@latest/schema/sync_rules.json

That file has been renamed to schema/sync_config.json in #824. The CLI will be updated as well, but existing files now have a broken schema reference in them. To fix this, this restores schema/sync_rules.json for subsequent releases and adds a comment explaining why the file name is relevant.

This doesn't add a second package.json export, as unpkg uses direct filenames.
