migration to uv

What is needed?

As this repo grows, the python dependencies will change. I recommend swapping to uv from pip, which will manage dependencies, python versions, and environments.

Hey, thank you for your suggestion. Currently is not something we are considering, also to keep consistency on the dev tools we are using in all python repos.
