fix(ci): make the GitHub Release step work on a real release - #1340
The 3.12.1.0 release published to Maven Central and pushed its tag, then failed creating the GitHub Release. No real release has passed this step on either line yet, and it has two bugs:
github_release.py re-read release.properties, which release:perform had already deleted. It now calls signing.verify_release(version), the same signed-commit and signed-tag check without that file. The test stubs only that check, so the code that read the file now runs.
gh release create refuses --notes-from-tag together with --repo, and the tag message is only the maven-release-plugin line. It now uses --generate-notes --notes-start-tag <previous four-part tag on the line>, titled by the tag, like 3.11.5.20 and 4.19.2.3. The fake gh rejects the old flag pair.
The release README's recovery steps no longer ask to recreate release.properties.
Verified with python3 -m unittest discover -s scripts/release -p 'test_*.py' (all pass) and guard.py check. Reverting either fix fails the tests. Against the real repo, verify_release('3.12.1.0') passes without release.properties and rejects an unsigned commit in range. The previous-tag lookup finds 3.11.5.20 for 3.12.1.0 and 4.19.2.2 for 4.19.2.3. 3.12.1.0's GitHub Release was created by hand with the new flags (minus --repo). Not run: a real release through the workflow.
release:perform deletes release.properties, so the GitHub Release step
failed reading it after a successful publication. Verify the validated
version's signed commits and tag directly; the test no longer stubs the
code that read the file.

Release publishing now verifies the signed release tag and generates release notes from the previous matching version tag, rather than using notes from the current tag.
Documentation
Updated release recovery instructions to use the recovered signed history and original release baseline, without restoring release.properties.
The publisher now verifies the signed release tag and, when creating a release, generates notes starting from the previous matching four-part version tag. Recovery instructions no longer require restoring release.properties. Tests cover the updated verification and release creation arguments.

scylladb/java-driver#1302: Introduces the signing and release workflow that this publisher now uses to verify the signed tag.

gh refuses --notes-from-tag together with --repo, so release creation
would still fail, and the tag message is only the maven-release-plugin
line. Generate notes since the line's previous four-part tag and title
the release by its tag, matching earlier releases.

Restrict the notes baseline to numeric release tags.
The --match glob accepts tags such as 4.19.2.2-rc1. If such a tag is the closest ancestor, --notes-start-tag starts after that tag and omits changes since the previous numeric release. Filter candidates to the major.minor.patch.revision format before selecting since.

Update the `since` baseline selection to consider only tags matching the numeric
major.minor.patch.revision format before choosing the closest ancestor,
excluding prerelease tags such as those with `-rc` suffixes.
