Linux, Static Linux SDK, Wasm, and Android jobs have no timeout, so a stalled nightly toolchain build runs until the 6-hour limit. From Sep 27 to Oct 10, apple/swift-network-evolution had 267 such jobs (about 96,000 runner minutes), mostly nightly-main Linux and Static SDK legs.

This adds linux_build_timeout, linux_static_sdk_build_timeout, wasm_sdk_build_timeout, and android_sdk_build_timeout, matching the existing macOS and Windows inputs. They default to 90 minutes, about 2x the longest successful job I saw in swift-build, swift-foundation, and swift-syntax PR runs (46 minutes, Android). Projects with longer builds can raise them.

…id builds
