Add arm manual mode/properties and ListRobotsForLocations to SDK method docs

Refs #5243

Adds SDK method mappings for four methods that the weekly SDK method coverage job reports as unused, then regenerates the method docs. The last two comments on #5243 flag these as new SDK surface.

Each gets a row in sdk_protos_map.csv and a one-sentence description in overrides/protos/, written from the proto's own comments. ListRobotsForLocations isn't in the TypeScript or Flutter SDKs yet; its TypeScript and Flutter columns are blank and will need filling when those SDKs add it.

Regeneration

The diff is additions only: the four new method sections in arm.md and app.md, plus their rows in arm-table.md and app-table.md. No other generated content changed, so there's no SDK drift since #5351.

Effect on #5243

With these mappings, the coverage run reports 32 unused methods, down from 48 on the 2026-09-23 run. 14 of the 16 come from this PR (3 arm methods × 4 SDKs, plus ListRobotsForLocations in 2 SDKs). The other 2 are the Python move_through_joint_positions and get_3d_models mappings from #5284, regenerated in #5351. The remaining warnings (app *Sequence* methods, the OAuth pair, getGeometries across components, and others) are outside this PR's scope, so this doesn't close the issue.
